European Parliament

The European Parliament has an increasing and paramount role in shaping European policy as far as the transport sector is concerned.

TRT follows closely the policy development at European level concerning the transport sector. In this respect, a thorough understanding of transport policymaking and a solid technical knowledge allow TRT to successfully support the EU legislator with strong background information and studies related to main issues and impacts of the transport activities.

Most part of this work is carried within the Framework contract awarded to TRT by the European Parliament in 2006.

The study is structured along three briefing notes, giving a comprehensive overview on: Sustainable Urban Transport Plans (SUTPs), Mobility Management and Promotion of Cycling.

January 2010 Green logistics
The study explores the improvements that logistics activities might offer to tackle climate change. The analysis of the most relevant measures to get a “green logistics”, with focus on the main best practices related to them, allows the identification of the most promising actions, to be developed by the European institutions and by the private sector, to face the challenge of reducing GHG emissions.

May 2009 Shortage of Qualified Personnel in Road Freight Transport
The study provides a concise overview of the road freight transport sector, in the light of the structural issue of qualified driver shortage. In particular, this study analyses the multiplicity of factors affecting labour supply and demand, by taking into due consideration also the impacts of the current EU legislation and the effects of the present economic downturn.

March 2009 Impact of oil price fluctuations on transport and its related sectors
This study looks at the ways in which the transport of goods is influenced by significant variations in oil prices and focuses on carriers’ responses in the various transport sectors. It investigates the relations between oil prices and the transport sector, by taking into account the evidence of the impact of recent price hikes on transport businesses and their response.

July 2008 Pricing systems for road freight transport in EU Member States and Switzerland
The aim of the study is to provide the Committee on Transport and Tourism with an in-depth analysis of the existing charging system for heavy goods vehicles (HGV) in the European Union and in Switzerland. This study, therefore, presents an overall picture of the current schemes in operation and their impacts, in light of the proposed development of the "Eurovignette" directive, the debate on climate change and the expected growth in road freight transport.

September 2007 Transport, energy and environmental policies
This study aims at identifying economic and politically feasible measures to significantly enhance energy efficiency and to reduce negative impacts of transport activities. The literature review allowed to identify the most promising and cost efficient short, medium and long term measures with particular attention to the energy and new technology developments.

June 2007 External Costs of Maritime Transport
This note assesses the total and specific external costs of maritime transport. Three main external factors are analysed: a) marine pollution (discharges into the sea); b) air quality (atmospheric emissions); c) climate change (greenhouse gases). The note also contains recommendations regarding cost-efficient and promising measures to reduce/internalise the external costs of maritime transport.

This study analyses the revision of the EU regulatory framework under the objective of better regulation and simplification and evaluates the implications to the proposed directive on safety of the community's railways and regulation of the European Railway Agency.

June 2006 The Impact of Trans-European Networks on Cohesion and Employment
This study highlights major aspects of the TEN-T networks by analysing the most relevant elements that should be considered to predict the impact of TEN investments on the regional economies. The study also contains recommendations for decision-makers regarding all major aspects of TEN-related projects.
